In the book "1984", the city has a fascist government controlled by "Big Brother". Big Brother controls the population by imposing ridiculous rules on his party members so that they cannot be free thinkers and he will be able to stay in power forever. Big Brother uses the thought police and telescreens to make sure that these principles are carried out. The thought police are able to arrest a person for just thinking bad against big brother, and the telescreen can watch a person while they are at home to make sure that they are not doing anything illegal.
