their superiority in all matters. When elections were held to ratify the new state constitutions, white southerners boycotted them in large numbers. Undaunted, Congress passed the fourth Reconstruction Act in March of 1868, which required ratification of the constitution by only a majority of those voting rather than those who were register.
Congress had readmitted the representatives of seven states by June 1868. Texas, Virginia and Mississippi did not complete the process until 1869. Georgia finally followed in 1874.
