Peter the great was a visionary in many ways. At the time of his rule russia was at a time of struggle they were behind the slow curve if you will. Yet, Peter was curious as to what technologies there were in the Western Europe Area. Peter was also a bit insecure about being the Czar in my eyes. of the greatest rulers there ever was. Instead of Peter the Great the Iron hand. With all that he created, military and trade wise, he could have readjusted his priorities and set the standard instead of having to catch up to it. Economy, welfare of individuals, science, art, if these were some of his priorities instead of military and expansion, he could have done very well. He just went for more than he could control.
