Also, such policies will make sure that employers are hiring from their whole pool of possible employees, as a result, employers will no longer hire such a high percentage of second best applicants. Enforced programs, including quotas, are not perfect but their positive consequences far outweighs their negatives ones; which means there is a overall increase of utility and justice in the long-run.
