What is government? A government is supposed to benefit the people of the state. In most cases the rich and powerful use the government to benefit themselves, but the ideal government would benefit all people. These social structures have different froms. Feudalism had its benefits in Europe and Japan, and I think we can agree that fascism is no way to go. We have outgrown feudalism, and fascism is still going on, but we may get it right some day.
