Without planning, organizing or leading, you couldn't have controlling because there would be nothing to control. Some effective control situations have control at all levels of management. Other situations include flexibility, cost effectiveness, timeliness, and accuracy. Controlling is important to ensure consistency and accountability for one's work or actions.
