It is true that we need to conserve energy to protect the resources for the future generations. In order to conserve energy, we first need to deal with a controversial issue. Such guidelines could be framed such that they address the interests of all the member nations equally. However, the implementaion alongwith the specific policy on conservation could be left with the member nations themselves. Consequently, an International Organisation as discussed could resolve the issue.
