alcohol in their system (and above the legal limits). However, I don't feel that legalizing drugs is the answer since we don't know the impact of having "high" people around us all the time. I realize that we do not live in a perfect world and that illegal drugs will probably always be in existence. Education, education and education is probably the main key element to help conquer or at least reduce illegal drug use.
