The affect of humiliation on a person is significantly high. California's budgets would lower because taxpayer's money could be saved on. America should consider masks and hoods for punishment so safety would increase. Seeing a mask on a criminal is a warning of what could happen. Public Humiliation as a punishment would better fit our society.
