Underdeveloped in the third world often means a daily struggle just to survive, find food and water and to feed the children. No clapped out Ford Sierras here, just a donkey and cart if you're lucky. So yes problems associated with under development are relevant to both poor and rich countries, they just happen to take on different definitions.
